It is built from individual blocks, and the narrow gaps between them are filled with kiln-dried sand. That sand is what locks the blocks together, spreads load and keeps the whole surface stable underfoot and under a vehicle.
A proper pressure clean removes the old jointing sand along with the dirt, weeds and moss. This is unavoidable, and it is not a problem; it is part of the process. What it does mean is that the joints must be refilled with fresh kiln-dried sand once the cleaning and drying is finished.
